Importing has a "Bond not found" error

Migrating a Dataset between instances (e.g. via Update Set) may result in "Bond not found" errors when attempting to import. This is because the Bond is automatically created when the Dataset active flag changes to true.

To fix the issue, set the Active flag to false and then back to true, saving after each update.
